The history of the library dates back to 1932. In 1970, she moved to her current building on Tipanov st., and at the end of 2019, the library was named after the famous science fiction writers Arkady and Boris Strugatsky.

The square at the intersection of Moskovsky Prospekt and Frunze and Pobedy Streets is also named in honor of the Strugatsky brothers. Boris Natanovich Strugatsky lived in house 4 on Victory Street from 1964 until his death in 2012.
